HA is needed if availability of data is required on high level. One such example is when backup windows is spread around the clock – transaction applications have backup window at night, analytics systems during the day.

DR architecture provides higher level security of data – protecting against disaster of entire datacenter. But only a combination of these two is sufficient protection on enterprise level.
